Castellari was critisized for making this because many believed that it was a social commentarty on the inability of the Italian police to carry out justice. I will not blow the ending for you, but lets just say in this movie justice is blind until Nico (Fabio esti) takes the law into his own hands.
A gang of thugs terrorizing the city. They levied tribute large and small stores, cafes, restaurants. If someone refuses to pay, the gang trashes shops, beating, raping. The inspector Nico has been doing it, but put the scum was just unreal. Everyone is scared and testimony against the racketeers do not give. Besides, they have lawyers and patrons over who pull them from the police. Having tried all legitimate and non-legitimate ways, Nico collects victims of racketeers, arming them, and preparing to destroy the scum.
